I'm thinking its some kind of measure against people mass downvoting stuff so that stuff doesn't get hidden just because someone doesn't like it.
That tf2 stuff that got uploaded a month ago is/was mostly hidden just because one or two people didn't like the male character, regardless of the art quality for example.

well that takes 6 upvotes to hide actually hide bad art, why not make it 3, or why not just remove it all together?

Yeah, I imagine this is just a temporary measure until they remove the bit that hides the art from the code or something.
Or maybe they do want to keep the hide functionality for the really bad shit?

What would the point in flagging be?
As Long as the art isn't bottom of the barrel MS paint shit, its allowed to stay.
If it actually has effort put into it, (and isn't illegal), then we keep it. We are an archive.
