Actually straight up underage characters that are clearly kids with flat chest and underage proportions are on twitter, and FA still has a lot of sfw cub stuff on the cutting edge of its TOS.
In any case, our policy is to judge each image on a case by case basis. In this case, this does not look like a child to the mod team.
